Shanghai, 15th. November, 1915,

Sir.

With reference to the third paragraph of your letter

of the 28th. October, I have the honour to observe that should the

Central and North China Godoms and Press Packing Company, Limited,

and the Yangtze Wharf and Godom Company, lose their nominal British status, British and French shipping Companies would not carry cargo which had any connexion with these companies and con- sequently neutrals would to a great extent cease to do business

with them.

I have etc.,

(Sd.) E. H. Fraser,

Consul-General.

His Excellency

Sir Henry Kay, K.C.M.G.,

Governor and Commander-in-Chief,

Hongkong.
