Referring to your Despatch No. 220 of the 17th.

August, I have the honour to forward a Memorial addressed to you by Nursing Sister Miss M. A. Lee together with a copy of a letter addressed by her to the Principal Civil Medical Officer regarding the refund of the sum of 9 shillings, paid to Dr. J. Graham, which amount I have caused to be deducted from Miss Lee's salary.

I am unable to accept Miss Lee's statement in her Memorial that she was under the impression that she was entitl-

-ed to free Medical attendance on her voyage to the Colony, more especially as she states in her letter to Dr. Johnson that she ask- -ed Dr. Graham for his account and that, when he assured her that she was entitled to free Medical attendance, she remained in doubt

on the point.

I regret to have to trouble you with this small matter, but as I cannot regard the payment made to Dr. Graham as being properly chargeable to Government funds I have felt obliged to require Miss Lee to refund the money.
