H. E. Pandian an Indian who arrived here from San
Francisco a few days ago and left for Ceylon on 24th. October
by S. S. Cordillere" is so I am informed on good authority a
notorious revolutionary agitator. While he was staying in Yokohama
he was in close touch with revolutionaries of the worst des-
-cription. He was extremely active so it is said in promo ting
sedition among Indian students in the U.S.A. and to have given
them secret instruction in the way to use firearme. An Indian
named Chhana (correct) who appears to be his friend accompnies
him. Please pass this information on to Colombo.
