I have to report and to ask your covering authority for further rules which I have sanctioned in respect of the export of opium, spirits of wine, and drugs. Permission is being given for the export of opium and, as regards export to China, of spirits of wine in accordance with the regulations under the Opium and Liquors Ordinances respectively, and various

drugs included in List B are being allowed to pass througie in

small quantities to neighbouring Coast Ports. There is a regular trade in spirits of wine, not below 43° above proof,

from Java to South China through Hongkong, and the local

chemists have long been in the custom of sending small consign-

ments of drugs to places in the vicinity of the Colony.
