Referring to the telegraphic correspondence noted in
the margin, I have the honour to state that the S.S."Taiwan Maru* arrived in Hongkong on the 25th October and steps were forthwith taken to stop the discharge of her Bangkok cargo pending investigat-
ion of its nature.

It was found that certain rice was consigned by Khoon
Seng; and, as that firm is on the black list, this cargo was liable
to be seized and placed in the Prize Court; in accordance with
instructions recently received from the Secretary of State for the
Colonies.

There is not yet however any legislation in force in
Hongkong to give effect to the instructions regard the Black List;
and a question was raised by the legal advisers of the charterers
of the "Taiwan Maru" as to the legality of the Government's action
in holding back the cargo. There appeared to be no evidence which
would suffice to secure the condemnation of the rice by the Prize Court, and accordingly, as stated in my telegram of the 22nd October
I ordered its release.

I am addressing you separately regarding the status of the Khoon Seng Fim, in connection with your telegram of the 20th
October.
