These two Chinese were detained for a

considerable time by the French Authorities and finally released and deported to this Colony. The messenger claimed to be allowed to return to his home in his native village in the Kwangtung

Province. I was reluctantly obliged to let him go although the Government of India had asked me by telegraph to detain him if possible or at any rate to prevent his reaching Burma or India. But I was able to arrange with the Chinese Authorities that he will not be allowed to leave the Province and I informed the

Government of India accordingly. I think I can arrange to have him sent to Hongkong should I require him at any time.

The Interpreter resides here and he is under

Police surveillance.

Another case has just arisen in which a woman who passes herself off as a Russian but is believed to be a German subject may reach this Colony. If I cannot establish that she is not a Russian I would like to intern her as a suspect-

-ed spy.

I have now, therefore, to ask your authority to take power by legislation for the Governor-in-Council to order to be interned, for the duration of the war, any person not m alien enemy whose behaviour is in the opinion of the Governor-in- -Council, of such a nature as to give reasonable grounds for sug- -pecting that he has acted or is acting or is about to act in a manner prejudicial to the public safety or the defence of the Colony, or upon whom may be found any article, book, latter or other document the possession of which gives grounds for such

a suspicion.

If you approve of such legislation I shall be

obliged if you will inform me by telegraph.
