Referring to paragraph 7 of my Confidential Despatch of the 7th. of November, 1914, I have the honour to inform you that in the following case the want has been felt of the power to intern a person whom it is not desired to deport from the Colony but against whom it is not possible to institute a prosecution under the law of the Colony.

In April last 2 Chinese presented themselves to the Burman Prince Hyngoon Kin at Saigon. One represented him- -self to be a former employee of the former German Consul at Hongkong. The other acted merely as Interpreter. The first deliver -ed the following message as from a Mr. Holser:- "If you wish to regain your throne as King of Burma, then leave Saigon as quickly as possible and be in Burma on or about the 15th, of May, 1915, as on that day there will be a general rising in Burma and Bengal against the British and it is to your interest to prepare yourself'
for that work".

The Prince communicated with the French
Authorities and the two Chinese were arrested. The messenger turned out not to be the person he had pretended to be but his cousin and the Interpreter turned out to be an employee of the Holland China Trading Company of this Colony, as a hide curer. He had been sent to Saigon on bona fide business.
