I have the honour to acknowledge the receipt of
the Dep rtment's Instructions Serial No. 265, File No. 765. 72110/550 of June 26, 1915, transmittin, a copy of a note verbale addressed by the Foreign Office at Berlin to the merican Ebassy la that onpital and asking that the Jonsul-General be instructed to visit the camp for prisoners of war in Hongkong with a view of convincing such officer that proper protection for the lives and health of prismers is had during the hot and unfavourable season of the year in Hong-
-kong.
In line with the instructions of the Department to that effect I made arrangements with the colonial goverment and military authorities for an inspection of the camp on August 25th. On the morning of that dote I proceeded to camp in company with the
ajor-General commanding the British Forces in China and the camp officials. In accordance with instructions given by the military and civil authorities of the colony I was there given every opportunity to inspect the cop mnd talk with prisoners. I went over the camp carefully in company with the camp officers including the medical officer in charge of its sanitation and the health of the prisonera, Leter I received, apart from the British officers, all prisoners who had complaints to make as to any phase of prisonrs' life in camp; I also discussed at length questions involving the health and welfare of the prisoners as a whole with Captain Hannig, the senior prisoner who has been chosen by the prisoners soon after their original interment to represent them in all dealings with the British
