With reference to your Despatch lo. 238 of the

9th. ultimo, I have the honour to inform you that on the 4th. July the Inspector in charge of the Harbour Police received a message from the Officer in charge of the Exmination Service to the effect that the Dutch Steuer "Tjikembang" was entering the harbour with a German named the Reverend R. H. Freche on board who was to be taken to the Provost Marshal's Office. The Police acted on this instruction, wich was in conformity with the then exist- -ing arrangements.

On the 3rd. of September the Colonial Secret- -ary received a letter, copy enclosed, from the Chief Secretary to the Government of India stating that a report had been received to the effect that lir. Freche had been interned in Hongkong, ex- -plaining that this gentleman had been grmted a perait by the Governor-General in Council to leave British India via Dhanushkodi with a view to proceed to the United States of America, and sugesting that Mr. Frechemight be allowed to continue his voyage

to the United States.

On applying to the Kilitary Authorities for information in the matter I learned that Mr. Freche had been detained on the authority of lir. Harcourt's telegram of the 5ti. of February. but that in view of the fact that he held a permit

to leave India the question of his further detention had been

referred
