The following is the evidence so far as I can
collect it at the moment.
(a). Mr. Richter was formerly the New York agent of
Messrs. Reuter Brockelman & Co.
(b). His present manager and power of attorey at Canton
is Mr. Schubert, who was formerly a senior assistant of Messrs.
Reuter Brockelmann & Co.
(c). His correspondence contains letters to Kr. H. Schluter, who formerly signed per pro Messrs. Reuter Brockelmann
& Co.
(d). His correspondence contains letters written on
Reuter Brockelmann & Co.'s paper and relating to Lessrs. Reuter
Brockelmann & Co.'s business. See Censor's letters Nos. 3705,3706
and 3843.
(e). Censor's letter No. 3843 contains the following passage, "the Hongkong Government know that A. R. is working for R. B. & Co." This letter is written by Steger, who was the former maunger in Hongkong of Messrs. Reuter Brockelman & Co.
(f). Censor's letter lo. 4298 seems to show that Reuter Brockelmann & Co.'s goods are being shipped under the name of Alfred Richter in order to avoid difficulties in connection with
the Trading with the Enemy legislation. I attach a note of it.
(g). Censor's letter No. 4682 seems to show some Bus-
-picion on the part of the International Banking Corporation, though it may merely show that the Corporation is afraid of inter- -ference by the British authorities. I attach a note of this letter
(h). It is significant that Mr. Richter should start business just at the time when Reuter Brockelmann & Co. find their
trade hampered by our legislation.
(i). Mr. Richter originally wished to appoint Kr.
Schluter as his power of attorney and manager in Hongkong and
