The Colonial Secretary,

With reference to your lo. 28 in 3590/1915 of the
1st. October, 1915, in regard to correspondence of Mr. Alfred
Richter, I desire to again ask the Colonial Government for the
facts upon which its action in this case is based, referring
particularly in this connection to my communication to the Colonial
Government of this date in regard to the general subject of
interference with neutral trade.
Thanking the Colonial Government for whatever con-
-sideration it can give in the matter.
