I have been asked by the Consul-General for the U.S.A. for an explanation of the stoppage by the postal censor of correspondence of an American citizen Richter by name who can be proved by correspondence to be carrying on the business of Reuter Brockelmann at Canton. The reply which I have given to him is
that the Postmaster-General had evidence that Richter is carrying on the business referred to and that the facilities of the Colony may not be employed for the purpose of any trade.
The American Consul-General now asks to be shown the
evidence. Should I comply with this request ?
