IV. Through one-sided decrees of enemy authorities against Germans
in enemy or in neutral territories where the enemy enjoys extra-
-territoriality whereby Germans suffered loss of or damage to their
mems of existence, as also damage done to their health and life, and
further the losses sustained by German firms working in and with the
enemy countries abroad, through the crippling of their commercial
activity.
e.g. 1. Results of the Import-prohibition against Cernon
goods and the declaration of the invalidity, on
the part of enemy authorities, of contracts
which had already been executed on the part of
Germans, by the shipment of goods or which were
on the point of being shipped.
