Your cypher telegram of the 11th. September. The
Company went into voluntary liquidation on the 27th. July, the
liquidator being one Fessenden who is said to be a U.S.A. citizen.
Apparently the shareholders or some of them have formed a new
company under the laws of the State of Knine. This company has
powers to acquire the undertaking of the Ilongkong company. It is
not clear how the Hongkong company can distribute its surplus
assets to the enemy shareholders without breaking the law against trading with the enemy, and other branches of this law many be committed in the course of the winding up. These matters can be
dealt with only at Shanghai, if at all.
