With regard to your confidential despatch of January
26th. Consul-General, Shanghai, reports that the firm you mention has
adopted American registration in order to avoid difficulties con-
-sequent upon its having among its directors enemy subjects. This firm is apparently incorporated under the laws of Hongkong and it is not clear how it could be put on the American register. The Secretary of
State for Foreign "ffairs would be glad to know whether you can
throw any light on the matter. Report please by telegraph.
