GOVERNMENT HOUSE,
HONGKONG, 4th. October, 1915.
I have the honour to infon: you that after the war I do not propose to issue licences to derl in arms to Germm
or Austrian Firms if Eritish Firms can be found to take up the
business, becruse the trade as conducted by Ceran Firms wee, I om
convinced, not clean.
2.
Apart from contracts with the Chinese Covern-
-nent the legitimate trade "hich consists in supplying firesnis for the use of junks and villagers in China as a protection againstį pirates and robbers is not large. Yet it is possible that the open-
-ing for trade might be brought to the notice of manufacturers in
Great Britain.
