GENTLEMEN,

In continuation of my letters of the 30th October, 7th November, 24th November, and 7th December, 1914, and the 1st February, 28th April, 4th June and 3rd and 18th September, 1915, I am directed to convey to you the following further instrue- tions of His Excellency the Governor :----

foods wider contract of sale to Chinese Dealers at Cantou. Canton cargo held here by the liquidators or hereafter to arrive must not be delivered to the Canton branches of the German firms on any terms, but goods under contract of sale to Chinese dealers at Canton may be delivered in Hongkong for cash to the dealers upon their producing contracts made before the 26th of June, 1915. The price to be paid should be the full contract price less duty.

This permission will not be available after the 30th November, 1915, for goods already in Hongkong, and steps should be taken to notify the Canton dealers of this time limit. One way of notifying them no doubt will be through the German firm at Canton, and letters will be franked for that purpose, but it would be advisable also to insert advertisements in some of the Canton newspapers.

In the case of goods not yet arrived, one month after arrival here will he allowed for the Canton dealers to take delivery. This should also be notified to the dealers through the German firm at Canton and by advertisement, and some arrangement should be made if possible for notiliying the dealers of the arrival of the cargo.

Now sales to buyers at Canton.

Fresh sales to buyers at Canton should be carefully scrutinised in order to prevent the German firius at Canton from indirectly buying from Hongkong. Any sale at what seems to be a low price would be open to suspicion, and no sale should be made to either British subjects or non-Chinese neutrals at Canton without reference to the Attorney General,
