In continuation of my letters of the 30th October, 7th November, 24th November, aud 7th December, 1914, and the 1st February, 28th April, 4th June, and 3rd September, 1915, I am directed to convey to you the following further instructions of His Excellency the Governor :-
Amounts payable to enemy subjects.
Liquidators are reminded that no payments may be made to enemy subjects, even in neutral countries, without the permission of the Governor, and the third paragraph of my letter of the 7th November, 1911, should not be taken as authoris- ing liquidators to make any payments to enemy subjects.
