I have carefully read this Petition.
I am not prepared to accept the classification
on p. 2 suggested by the Petitioners. It is not reasonable to
contend that the standard is as high in a very small Colonial
Force like the Hongkong Police as it is in the premier Police
Force of the United Kingdom which numbers 27,000 men.

I am not prepared to argue this matter any
further. The emoluments and privileges of the European members of
the Hongkong Police compare favourably with those of other
branches of the Civil Service, and I am unable to recommend any
further advantages to this section of the Public Service.

The figures on p. 4 of the Petition are
interesting. But the fact must not be lost sight of that promotion
to the ranks of a large section of the Civil Service is open to
the Police and that it is responsible for a considerable propor-
-tion of the figures quoted.

With regard to the comparison of Dollar with Sterling Pensions, I may remark that the comparison applies to all
grades of the Civil Service paid in sterling.
