well earned, and if the duties they entail were stopped, 192
Government would be the losers. Further, the extras effect only about half our number, and are paid for work done in the spare time
of the men who receive them. With the exception of the allowance for medals none of the extras mentioned by His Excellency are pension-
-able. To submit that we are as much entitled to extra pay for extra work done as men in the Metropolitan Force, and extras
should not be considered in connection with our request for increase
of pay and pension.
Fifthly .....The following is a detailed explanation
of the extras received by the Force, and are mostly draw by
Sergeants and Constables:-
Thentre.....This is drawn by 50 men out of an establish-
-ment of 150 men at present.
Fire Brigade...This allowance is drawn by 40 men out of
same establishment; it is the cheapest and
most efficient brigade for its size in the
Britis: Empire, cost per head of the popula-
-tion being 1 1/12 of a penny.
Detective Allowance....This is draw by 18 men. London
Detectives get a higher pensionable salary
than uniform men of same rank, and they also
draw allowances.
Language Allowance.....This is dramm by 43 men only. In
this the Government has an advantage, as men
who pass in Chinese are contributing to a
more efficient Force.
Finger Print, Registration of Births and Deaths, School
and Dangerous Goods Allowances are each
drawn by one man only.
Crown Rent.....This allowance affects only 12 men in the
New Territories and entails much hard and
extra work.
