With reference to my Confidential Despatch of

the 19th. of liny, I have the honour to transmit a further Petition from the European Lerbers of the Hongkong Police Force on the subject of their salaries and pensions together with a copy of the Lemorandum by myself referred to therein and a copy of a minute which I have caused to be addressed to the Captain Superintendent of Police on the subject of the Petition.

The wastage indiorted in the figures quoted on page 4 is undoubtedly large. But it is unfortunately the case that only about 50% of men enlisted as Constables turn out useful members of the Force. This result cannot in the rank of Constable be attributed to under payment. I fear it is rather due to the men in this rank being in many cases unable to withstand the tempta- -tions, especially of over indulgence in alcoholic beverages, to which their comparative affluence exposes them.
