With regard to your confidential despatch of
Cengul-General, Shanghai, reperts that the firm you mention has adopted American registration in order to avoid difficulties consequent upon its having among its directere enemy mbjects. This firm is apparently incorporated under the laws of Hengkeng and it is net elear how it could be put on the American register.
