Government of India at the request of War Office have prohibited export of Hessian cloth and bags except to United Kingdom. Licences will be issued freely for export to North - America, South America, Egypt, Honolulu, Australasia and Africa in every case up to normal quantity of export. In order to facilitate issue of licences for expert to Hongkong Govern- ment of India suggest that prohibition under similar conditions should be issued by your Government; if you agree oœmunicate with Government of India as to conditions under which licences may be granted for export from Hongkong.
