July 29th. His Majesty's coverment will waive objection
te employment of neutral ship if no British ships avail-
able: but goods shipped by neutral ships cannot be dealt
with in accordance with my despatch of April 10th Cireular,
and banks must be left to reliase lien by ordinary methods
without intervention of proper officer who should decline
responsibility.
