abroad to India through this Colony, and recent arrests of Indians of suspicious character has had a salutary effect in stopping any seditious tendencies that may exist. Moreover there has not yet
been revealed any attempt to tamper with the loyalty of Indians in
this Colony by others than Indians except in the matter of the
distribution of seditious literature sent here from America and
Europe.

German merchants are intent on the endeavour
to hold their trade together and concern themselves with little
else; while the interests of the many Portuguese and Chinese
employees of German firms are too closely associated with the
maintenance of good order in the Colony, to be tempted to embark
on an enterprise which if successful would lead to riot and dis-
-order.

The real danger lies in the machinations of
German Consuls in China. Those at Canton and Swatow have I know
held personal confabulations with Indisas which can have but one
object and I have been in comunication with His majesty's
representatives at these Ports and have assisted both with the
visit of Police officers to watch and report on local Indians.
