Sir,
Referring to the telegrams noted in the margin,
en clair versions of which are enclosed, I have the honour to report that the 200 slabs of tin which left Hongkong by the S. S.
"Tenyo Maru" on the 12th. April were consigned by lessrs. Fung Tang
and Company to Messrs. H. M. Newhall and Company.

Tin was not on the list of prohibited exports
until the 1st. April and the procedure whereby all shipments are çon signed to His Majesty's Consular representative was not in
force on the 12th. April. The permit for this particular shipment
was, through an oversight which is much regretted, issued by a
junior Cadet who had only recently been attached to the Imports
and Exports Office to assist the Superintendent.
