I have the honour to enclose herewith copy of a
letter I have received from the Executive Secretary at Manila
which explains itself.

I shall be glad to hear from you further in regard
to this matter in case there are any developments of interest or importance. I was assured by a representative of the secret service at Manila who passed through Hongkong a short time ago that the
and matter will be given special attention that any opportunity offered for sending these men to Hongkong will be taken advantage of. In the meanwhile apparently they are not allowed to do any further damage. The matter will be kept alive and I shall be glad to meet
your wishes in connection with it in any way possible.
