The harbours and docks of the Union of South Africa are administered, in conjunction with the railway system. by the Union Government. Their control and management are exercised through a Board of three Jommissioners, appointed by the Governor General in Council, and the Minister of Railways and Harbours, who is Chairman of the Board. The others of the Bourdare at Pretoria, the sost of Government, and at Capetown when Parliament is in session.
The chief executive head of the Railways and Harbours Administration is the General Manager of Railways and Harbours, with headquarters at Johannesburg.
By the South Africa Act of 1909 of the Imperial Parliament (9 Edw. 7 Ch. 9.), the railways and harbours of the Union are to be administered on business principles, and the total earnings are not to be more than sufficient to meet the necessary outlays for "working, maintenance, betterment, and depreciation, and the payment of interest on capital.”
Interest is paid on capital at the fixed rate of 34 per cent. Any necessary loans are raised by the Union Government. The Harbour, Port, and Dock dues from which the revenus in respect of the harbour portion of the system is mainly derived. vary at the different ports.
