NOTES.
The harbours of Auckland, Dunedin (Otago), Lyttelton, and Wellington are controlled by Harbour Boards appointed under New Zealand Acta No. 75 of 1908, No. 47 of 1910, No. 50 of 1912, and No. 55 of 1913. The numbers of the members of the Harbour Boards, and their method of appointment, ars shown in the following list:-
Auckland-Total number of members, 14: 1 appointed by the Governor in Council. 10 elected by the electors of the City of Auckland and of various local Districts, Boroughs, and Counties, 2 elected by the payers of harbour dues on ships, 1 elected by the payers of harbour dues other than harbour dues on ships.
Dunedin (Otago). Total number of members, 14; 1 appointed by the Governor in Council, 10 elected by the electors of the City of Dunedin and of various local Districts, Boroughs, and Counties, 2 elected by the payers of harbour dues on ships, and 1 elected by the payers of harbour dues other than dues on ships.
Lyttelton. Total number of members, 14: 1 appointed by the Governor in Council, 12 elected by the electors of the City of Christchurch and of various local Road Boards, Districts, Boroughs, and Counties, and I elected by the payers of harbour dues on ships.
Wellington. Total number of members, 14: 1 appointed by the Governor in Council, 10 elected by the electors of the City of Wellington and of various local Districts, Boroughs, and Counties, 2 elected by the payers of harbour dues on ships and 1 by the payers of harbour dues other than dues on ships.
The revenue of the Harbour Boards consists mainly of dues and rates and of rents and profits of land vested in the Boards or set aside as endowments. They are allowed to levy harbour improvement rates up to 28. per ton on all goods discharged and shipped.
Harbour Boards are empowered to raise money by means of debentures. Debenture holders have no claim on the public revenues of New Zealand.
