I have the honour to transmit herewith the paper of particulars concerning the Harbour of Hongkong filled in in accordance with the instructions contained in Kr. Harcourt's
Despatch No. 130 of the 13th. of May last. A chart of the Harbour is also attached, and I have added a Kemorandum by the Director of Public Works which explains the evolution of the Harbour and the fact that the Govemment as the controlling authority has done nothing in providing facilities for loading and discharging cargo. Local conditions are peculiar and I am not aware that similar circumstances obtain in any other large port.
