With reference to my Despatch No. 241 of the 8th. ultimo, and to previous correspondence, I have the honour to transmit for your consideration the enclosed copy of a Bill to

amend the Deportation Ordinances 1912-1914 in order to take the necessary powers to give effect to the deportation of a person by virtue of Article 3 of the China (Amendment) Order-in-Council 1910.

There is at present no power except under the Travellers' Restrict- -ion Ordinance 1915, which is inapplicable to the case referred to,

to place such a deportes in a particular ship.

Section 2 of the Bill has, as you will observe, been made general. This has been done because of recent years the

Authorities in some neighbouring countrisa, e.g. the Netherlands-

-India and the Philippines, have objected to the landing of

deportees from this Colony in their territory. The power to choose

the ship by which a deportee may depart will therefore be of use in

certain casės.

contended that an ordinary birth certificate is a certificate of

British birth within the meaning of section 4(12)(e) of the
