I have the honour to acknowledge the receipt of your cypher telegram of the 4th. instant in reply to my cypher
32282 talagram of the 13th. ultimo relating to the Proclamation of the
25th. of June concerning trading with persons of enemy nationality resident or carrying on business in China, Siam, Persia or Morocco.

With reference to paragraph 7 of your telegram
I desire to explain that the reason for my inference that it was probably not the intention to give the Governor any power of licensing was that Article 2 of the Proclamation of the 25th. of June saved only the licences named therein and made no reference to Article 3 of the Proclamation of the 8th. October, 1914.
