With reference to your telegram of the 6th.

July, 1915, I have the honour to inform you that the greater part

of the contribution of £11,000 which it was proposed to take from

the funds of Messrs. Sander, Wieler and Company to the War Loan con-

-sisted of sale proceeds held for Messrs. Casella of Frankfort.

The liquidators of the Hongkong and Shanghai

Banking Corporation have some reason to suspect that Messrs.

Casella may have been drawing against this money from the Hamburg

branch of the Hongkong and Shanghai Banking Corporation which is

under the control of the German supervisor, and the Bank, while

raising no objection to the investment of the money in the War Loan

requests that if it should turn out that Messrs. Casella have been acting as suggested, its moral right to reimbursement out of the War Loan stock or bonds, which will represent these sale proceeds,

should be recognised when the time comes.

It is also possible that other meneys at present in the hands of the Hongkong and Shanghai Banking Corpora- -tion here may be drawn against at Hamburg, as cases have occurred

where the Hamburg branch of the Bank, no doubt at the dictation of the supervisor, has honoured cheques against securities and

balances held by branches in the Far East. I am, therefore, reporting the matter now, in order that the situation created by
