I have the honour to acknowledge the receipt
of your Confidential Despatch of the 11th. June, transmitting copies of the draft China (Companies) Order-in-Council as finally revised, and to confirm my telegram of the 15th. July, an en clair \version of which is attached.

I now enclose for your consideration six copies of a Bill intituled an Ordinance to amend the law relating to
Companies which has been considered and approved by the Chief
Justice, Sir Havilland de Saumarez, the Puisne Judge and the Registrar of Companies. I would ask that your permission may be
conveyed if possible by telegraph for the introduction of this
Bill in the Legislative Council at an early date. As suggested in
You 37 (2 my telegram of the 16th July the date to be inserted in clause
19 of the Order-in-Council should be sufficiently advanced to
allow of the prior passing of the bill.
