I have the honour to transmit for your informa-

-tion the enclosed copy of a letter from Mr. E. A. Hewett, Superintendent of the Peninsular and Griental Steam Navigation Company and Unofficial Member in the Legislative Council nominated by the Hongkong General Chamber of Commerce, together with copy

of the reply which I caused to be sent to Mr. Hewett.

The circumstances under which Messrs. Manners, Worcester and Backhouse have been permitted to carry on business

with firms with which certain German firms former-

-ly had trade relations, have been reported in the

Despatches noted in the margin.

Mr. Hannibal, formerly employed in

the firm of Wendt and Company was in business on his

own account before the date of the Alien Enemies

Winding up Ordinance 1914. He is now carrying on

business under supervisors appointed under section

of Ordinance 12 of 1915. My Confidential Despatch of 30th, April has reference to this gentleman. As regards Mr.

Snowman I attach a report upon him by the Captain Superintendent

of Police. Mr. Snowman was in business on his om account before

the outbreak of war. He purchased the business of Messrs. Lamke

and Rogge in 1909.
