I, FRANCIS HENRY MAY, Knight Commander of the
Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice Admiral of the same, do solemnly and sincerely declare as
follows:-
year
(1). From the year 1893 to the 1902 inclusive I commanded the Police Force of the Colony of Hong Kong. I was in the said Colony and in command of the said
Force during the whole of the year 1899.
(2) I was well acquainted with Mr. H.H.Kirch
and with his wife, Mrs. Kirch (nee Dick-Melbourne) who
were residents in the said Colony from the year 1894
to the 27th day of April 1899.
(3) I was also well acquainted during the major
portion of the last mentioned period with Mr. Charles
Alexander Dick-Melbourne (the brother of the said Mrs.
Kirch) who was at that time practising at the Bar in
the said Colony. In the year 1900 Mr. Charles Alexander
Dick-Melbourne entered the service of the Hong Kong
Government. He is still employed by that Government
and occupies the position of Deputy Registrar and
Appraiser in the Supreme Court in the said Colony.
(4) I remember that on the 27th day of April
1899 Mr.Charles Alexander Dick-Melbourne came to see
me in my office as the Captain Superintendent of the
Police. He informed me that his brother-in-law,Mr.
H.H.Kirch, had disappeared and could not be found. I took every measure that was likely to be effective to
find Mr.Kirch dead or alive. A large number of the
