I have the honour to transmit a letter address-

-ed by Mr. John Scott Harston, Solicitor, a partner in the firm of

Messrs. Deacon, Looker, Deacon and Harston, to the Home Secretary,

regarding the case of his sister-in-law Mrs. Kirch, whose husband disappeared on the 27th. April, 1899, and has not since been heard

of.

The object of the letter and the documents which ac company it is to show that Mrs. Kirch may be considered to

be a widow, and that she may properly be accorded British Naturali-

-zation. Mrs. Kirch was well known in this Colony; she has recently

lost her son in the war; and is herself almost helpless from para- -lysis. It is in my opinion a case of considerable hardship and

I desire to express my personal hope that Mrs. Kirch will not be included in any measures that may be taken to intern alien enemies in England or to restrict their movements.
