In my budget estimate for next year I have cut out all
the expenditure previously estimated for but not carried out which I
did not think was absolutely essential but the amount that I am asking
for, less than 1100,000, is really required for the efficient working
of the railway.
To conclude, my opinion is that the railway as it stands
will not pay until new towns have grom up along the route, a matter perhaps of 20 or 30 years, but that with the position of the terminus
changed to the other end of the city it would begin to pay at once
and that with a few branch lines constructed in addition, it would
pay well.
