3/86 With reference to Mr. Harcourt's Confidential

Despatch of the 26th. of September, 1913, and to previous corres- -pondence on the subject of the junction between the Canton-Kowloon and Yueh-Han (Canton Hankow) Railways, I have the honour to trans- -mit for your information the enclosed copy of a letter which I have addressed to His Britannic Majesty's Minister at Peking on the subject, together with copy of the report by Mr. H. T. Foord

referred to therein.

The connection is of vital importance to the British Section of the Canton-Kowloon Railway, and I am satisfied

that Mr. Foord's scheme is the best. It is well known that Mr. GrovE

endeavoured to get a more central site for the terminus at Canton of the Chinese Section and that it was only due to shortsighted

obstruction on the part of the Chinese Authorities that he did not

succeed. I trust therefore that Mr. Foord's scheme may receive the support of His Majesty's Government.
