Inclosure 1.

Kuala Lumpur 3 SEP 151 Federated Malay States,

lst. July, 1915.
sir,
:
Your letter of June 21st. has reached me.
I have no objection to the proposal set forth in
paragraph 6 of the said letter, although it might be well to de-
-fine a limit to the proportion of revenue set aside each year.
That that limit should be I leave the Council to
decide, as I should not like the University Authorities to feel that the assistance which I am rendering is subject to numerous
restrictions or conditions.
I have to thank the Council for its ready accept-
-ance of my suggestion about Loke Yew Scholars. Under this scheme
the University would always be prepared to have four Loka Yew
Scholars in residence. I propose to nominate four youths after
consultation with some of the local educational authorities.
Whether it will be necessary or advisable to have
a competitive local examination I cannot say at the moment.
Having the utmost confidence in the good faith of
your Council it is not necessary to wait for the signing of the
agreement before paying over the money, so I am instructing my
bankers in Hongkong to pay over the sum of $500,000 to the
University of Hongkong account in order that the Council may lose
no time in investing seme and securing an income.
The Registrar,
University of Hongkong.
Hongkong.
Yours faithfully,
(sd.) Loke Yew.
