An Ordinance to amend the Chinese Extradition

The principal Ordinance applies only to subjecte of
China and it is therefore necessary for the Crown to prove
in each case that the fugitive is a subject of that state.
This is sometimes a matter of great difficulty.
This Ordinance, therefore, provides that in Chinese
extradition proceedings the fugitive criminal shall be
deemed to be a subject of China unless he proves the con-
trary.
In my opinion this is an Ordinance to which His Ex-
cellency the Governor may properly assent and in the name
of His Majesty and on His behalf.
