My cipher telegram of July 9th. The
Russian Consul has been approached by two other
engineering firms here regarding the manufacture
of munitions of war for the Russian Government.
He would be glad of permission to communicate
these offers to his Government as well as that of
the Dock Company which has not been yet communi-
cated to Russia.
