Colony to answer enquiries and to disclose certain documents,
and it provides that the answers to such enquiries shall be admissible in evidence in any proceedings under the Ordinance.
Section 8 provides for cases where fuller enquiry seems
desirable.
Sections 9 and 12 impose certain duties on the masters
of ships which are entering or leaving the waters of the Colony.
Section 10 prohibits all persons to whom the section applie applie from leaving the Colony without permission. The classes of
person in question are specified in the First Schedule which
includes only those persons who were already regularly required
to obtain a pass before leaving the Colony. This schedule
may be amended by the Governor-in-Council at any time.
Section 11 deals with the examination of ships which are
about to leave the waters of the Colony.
Section 13 supplements the powers conferred by sub-clause
3 of clause III of the Order-in-Council of the 26th October,
1896.
Section 14 is taken from article 3 of the Aliens Restric-
tion (Amendment) order, 1915.
Section 15 gives certain powers of detention, arrest,
search, seizure and removal. The somewhat wide nature of the
powers conferred must find its justification in the pecular
circumstances of the time.
Section 16 provides the penalties.
Section 17 saves the rights and powers of the Crow.
Section 18 is a suspending clause inserted in order to
givetime for the preparation or transfer of the necessary
machinery.
In my opinion this is an Ordinance to which His Excellency
the Governor may properly assent and in the name of Hie Hajesty
and on His behalf.
