I have the honour to transmit for your consider-

-ation the enclosed copy of a Petition presented by the Members of

the Indian Contingent of the Police Force praying for certain

increases in their emoluments, together with copy of a covering

letter on the subject from the Captain Superintendent of Police.

At present promotion from class to class among

Indian Constables is automatic and regulated only by length of

service. The 3 classes of Lance Sergeant and of Sergemt are limit-

-ed. Promotion from Constable to Lance Sergeant and again from

Lance Sergeant to Sergeant is by selection.

In the European Contingent there is only one

class of Lance Sergeants and one of Sergeants the pay in each rank being incremental.

I concur in the recommendation of the Captain

Superintendent of Police that the classes in the ranks of Lance

Sergeant and Sergeant in the Indian Contingent be abolished and

that the pay in these ranks be made incremental. Selection for promotion from Constable to Lance Sergeant and from Lance Sergeant to Sergeant must still be continued. I would ask for your approval of the change which will not cause extra expense and will give

satisfaction to the men.

I would also recommend that the periodical leave granted to Indian Police to visit India be extended to 8
