I have the honour to acknowledge the receipt
of Mr. Harcourt's Confidential Despatch of the 7th. of May covering
correspondence with the Foreign Office on the subject of the con- -tribution of the Hongkong Government towards the cost of the establishment of a Registry of Companies in Shanghai.

In reply I desire to point out that there appears to be much misconception concerning the work which the proposed registry, subordinate to the registry in Hongkong, would entail. The volume of work is estimated as follows:-
(a). Registration of an average of 25 new Companies a
year.
(b). Filing returns and other routine work in connection
with an average of 150 Companies on the Register. (c). Dealing with questions of Company Law which may
arise as regards new registrations, mortgages, debentures, winding up etc.
It is calculated that this work would occupy not more than one hour daily of the time of the Registrar, after the first year's work in opening and completing the Register. During the first year the work would be more onerous but it could not occupy more than a compara- -tively small portion of the time of the Registrar.
