An Ordinance to amend the Certificates of Origin

The object of this Ordinance is to give power to seize and
forfeit any goods imported into, the Colony from enemy territory.
This power is given by section 2, which follows the precedent of
section 6 of the Customs (War Powers) Act, 1915.
Section 3 was added in order to avoid the almost insuperable
difficulty of proving events which take place at a great distance
from the Colony. The facts relating to a shipment are often
undisputed, but in case of prosecution there would be great
difficulty in proving events which took place in Europe,
instance.

and on His behalf.
