In continuation of my previous letter I am
instructed by the Council of the University to assure you of their desire to observe scrupulously any conditions you may attach to
your generous loan.

At the same time I am to call your attention to that portion of paragraph 2 of your letter of June 1st which runs as follows:- "The income derived from such investment (or invest-
-ments) is to be used as part of the general income of the Universi.
-ty devoted to educational purposes and not set aside for capital
expenditure". The Council understand from this that no part of such income is to be used for such purposes as buildings and equipment or
other expenditure of a capital nature. With this the Council cor-
-dially agree.

The Council are not clear, however, as to
whether it is your wish that the whole income derived in each year from the investments should be spent in each year.Then com
-sidering this question, the Council desired to direct your
attention to the two following reasons which appear to the Council
to render it extremely desirable in the interests of the
University and in furtherance of your ideas as to benefitting
Chinese youths of poor circumstances from the Straits Settlements
and Federated Malay State, that the Council should be at liberty
