In continuation of a conversation Mr. Robson had with yourself and the Summża Colonial Secretary in April and my telegram of 29th. May, 1915, I have the honour to inform you that I shall have much pleasure in lending the sum of five hundred thousand dollars (Hongkong Currency) to the Hongkong University for a period of twenty-one years.

2. This money is lent to the University to invest at the discretion of the Council and the income derived from such in- -vestment (or investments) is to be used as part of the general income of the University devoted to educational purposes and not set aside for capital expenditure.

3. From the income derived from this 1500,000 I would ask, if the Council is willing, to establish four Loke Yew Scholar- -ships open to Chinese youths

from the Straite Settlements and

the Federated Malay States. My idea is to provide free tuition, board, ledging ko. for two boys from the Straits Settlements and two from the Federated Halay States whose relatives are too poor to bear the necessary expenditure.

4. If you agree perhaps the Council would be good enough to sutline a scheme for my guidance in nominating youths for these scholarships. I have no doubt I can obtain the assistance of

the local educational department in selecting I good and worthy

scholars.

5. The actual money will be available in Hongkong

towards the end of June, but it will be advisable to have an agree- -ment prepared and I should be glad if you will prepare a draft of

such agreement in order that I may submit it to my lawyer here or in Hongkong.

6. I think the draft had better come from you as there may be some point requiring consideration which has not occurred

to me.
