The term Germans in China in this telegram includes all persons of enemy nationality in China or
Siam. When the Trading with the Enemy (China, Siam,
Persia and Morocco) Proclamation 1915 comes into force
on the 27th July will Germans in China be in the same position in all respecte as persons resident or carrying
on business in enemy country, or will only those trans- actions which are specifically pronicited in Proclamation,
at present in force be illegal. The following questions
have arisen:-
I. Will general non-trading intercourse be illegal?
II. Will property of Germans in China be liable to
seizure and condemnation if found on board an allied
merchant vessel at sea or in Hongkong port. If it is
liaole, is it advisable to interfere?
III. Will the maintenance of existing contracts of
service and agency become illegal? Germans in China have
Britian employés. Eighteen Indian police are employed by
Municipal Council of German Concession, Hankow, British firms have German employés. One British Company has as
agent in Canton United States citizen whose representative
at Canton is German and the United States citizen himself
