With reference to your telegram 7th April with regard to goods allowed to go to Hong Kong qua British possessions
from another part of the Empire. Does this apply to such shipments as the following five bales cotton waste shipped by Bencleuch from London by the Asiatic Petroleum Company under a permit requiring Company to
obtain certificate that the goods have been landed here.
Local agent of the Company states that this cotton waste
is intended for Company's installations in South China,
generally. May I treat this case (?)as if it comes
under your telegram 4th Day with regard to exports to
China.
